OASIS-E1 Draft Published and other OASIS updates

The Essentials:

CMS has released the draft version of the new OASIS, which will be mandatory January 1st, 2025. This OASIS is called OASIS E-1. Several items that are no longer being used for payment or quality will be deleted, as well as one addition.

Deleted Items

OASIS E-1 has two items that are fully deleted, (M0110, Episode Timing, and M2200, Therapy Need).  These items are no longer used for payment, but are no longer part of the payment structure with PDGM.

The Discharge Goals (column 2) in the GG1030 and GG1070 are also being deleted, because the process measure was being completed by nearly 100% of home health agencies. Originally, CMS had stated that these DC goals would be “optional” as of April 1st, 2024, but now has clarified through the January OASIS Q&A that these should continue to be measured until the new version of OASIS is implemented in 2025.

Added Items

One new item (O0350) will be added to assess if patients are up to date on their COVID-19 vaccine.

Changed Items

Also, there were several changes to existing items for clarity, including M2420, the Discharge status. This change finally brings the item up to date with the current guidance, that has been in place for a number of years.  Note that response 2 clarified that "Discharged to the community with skilled services" means that the patient will still be receiving skilled services from a certified home health agency.
